The proposal for change would not have been successful in either Referendum 1 or Referendum 2. In Referendum 1, the overall percentage of 'yes' votes across Australia was 53.56%, which exceeds the necessary simple majority of 50% but does not meet the double majority requirement. This is because the majority of states did not achieve more than 50%.

For instance, while Victoria had a strong support of 65.10%, other states like South Australia (40.1%), Tasmania (38.94%), and Western Australia (47.85%) fell below the required threshold. Hence, the majority of voters in other states did not support the change.

In Referendum 2, the national percentage dropped to 49.44%, failing to secure even a simple majority. Again, only Victoria provided a significant level of support (48.71%), further highlighting the lack of consensus across the states. Therefore, both referendums would ultimately be deemed unsuccessful in achieving the necessary acceptance by the voters.
