Both bumper cars come to a stop because the total momentum is zero after the collision. Before the crash, the momentum of each car was equal in magnitude and opposite in direction. During the collision, this momentum is conserved. After the collision, since both cars exert an equal and opposite force on each other for equal periods of time, they both decelerate until they stop.
