To solve the division of 8 by 0.4, convert 0.4 to a whole number by multiplying both the dividend and the divisor by 10:
0.4×108×10=480=20
Thus, the answer to part (a) is 20.

First, round each number to 1 significant figure:
- 22.1 rounds to 20
- 37 rounds to 40
- 1.9 rounds to 2
Now substitute these values into the expression:
220×40=2800=400
Thus, the estimated result for part (b) is 400.
